What is CII?
The Carbon Intensity Indicator (CII) is a new regulation to reduce ship CO2 emissions. The goal is to gradually lower the total environmental impact of the maritime sector. This CII regulation was officially adopted by the IMO in June 2021 (during the 76th session of the Marine Environment Protection Committee, or MEPC 76) and came into force on January 1, 2023.
The IMO (International Maritime Organization) is the specialized agency of the United Nations responsible for the safety and security of shipping and the prevention of marine and air pollution by ships.
The CII regulation is part of the IMO’s short-term measures to reduce the carbon intensity of international shipping by at least 40% by 2030 compared to 2008 levels.
Currently (Q4-2025), the CII only applies to cargo and cruise ships larger than 5,000 GT (Gross Tonnage). However, it is suspected that this will be extended to other types of ships over time – including inland waterways vessels.
